It is a history<br \/>\nof strict unification by the development of a central authority and of a<br \/>\ngrowing uniformity in administration, legislation, social and economic life and<br \/>\nculture and the chief means of culture, education and language. In all, the<br \/>\ncentral authority becomes more and more the determining and regulating power.<br \/>\nThe process culminates by the trans- formation of this governing sole authority<br \/>\nor sovereign power from the rule of the central executive man or the capable<br \/>\nclass into that of a body whose proposed function is to represent the thought<br \/>\nand will of the whole community. The change represents in principle an<br \/>\nevolution from a natural and organic to a rational and mechanically organised<br \/>\nstate of society. An intelligent centralised unification aiming at a perfect<br \/>\nrational efficiency replaces a loose and natural unity whose efficiency is that<br \/>\nof life developing with a certain spontaneity its organs and powers under the<br \/>\npressure of inner impulse and the needs of the environment and the first<br \/>\nconditions of existence. A rational, ordered, strict uniformity replaces a<br \/>\nloose oneness full of natural complexities and variations. The intelligent will<br \/>\nof the whole society expressed &quot;in a carefully thought-out law and ordered<br \/>\nregulation replaces its natural organic will expressed in a mass of customs and<br \/>\ninstitutions which have grown up as the result of its nature and temperament.<br \/>\nIn the last perfection of the State, a carefully devised, in the end a giant<br \/>\nmachinery productive and regulative, replaces the vigour and fertility of life<br \/>\nwith the natural simplicity of its great lines and the obscure, confused,<br \/>\nluxuriant complexity of its details. The State is the masterful but arbitrary<br \/>\nand intolerant science and reason of man that successfully takes the place of<br \/>\nthe intuitions and evolutionary experimentations of<\/font><\/p>\n<p class=\"ChapterHeading\" align=\"center\" style='margin:0;text-align:center;line-height:150%'>\n<font size=\"3\">Page-440<\/font><\/p>\n<div class=\"MsoNormal\" align=\"center\" style='text-align:center'><span style='font-size:13.0pt'><\/p>\n<hr size=\"2\" width=\"100%\" align=\"center\">\n<p><\/span><\/div>\n<p class=\"ChapterHeading\" style=\"margin:0;line-height: 150%\"><span lang=\"FR\"><br \/>\n<font size=\"3\">Nature;<br \/>\nintelligent organisation replaces natural organism. <\/font> <\/span><br \/>\n<font size=\"3\">&nbsp;<\/font><\/p>\n<p class=\"ChapterHeading\" style=\"margin:0;line-height: 150%\"><span><br \/>\n<font size=\"3\">\u00a0\u00a0\u00a0\u00a0 <\/font> <\/span><font size=\"3\">The unity<br \/>\nof the human race by political and administrative <span>means<\/span> implies eventually the formation and organisation of a<br \/>\nsingle World-State out of a newly created, though still loose, natural organic<br \/>\nunity of mankind. For the natural organic unity already exists, a unity of<br \/>\nlife, of involuntary association, of a closely interdependent existence of the<br \/>\nconstituent parts in which the life and movements of one affect the life of the<br \/>\nothers in a way which would have been impossible a hundred years ago. Continent<br \/>\nhas no longer a separate life from continent; no nation can any longer isolate<br \/>\nitself at will and live a separate existence. Science, commerce and rapid<br \/>\ncommunications have produced a state of things in which the disparate masses of<br \/>\nhumanity, once living to themselves, have been drawn together by a process of<br \/>\nsubtle unification into a single mass which has already a common vital and is<br \/>\nrapidly forming a common mental existence. <span>A great<\/span> precipitating and transforming shock was needed which<br \/>\nshould make this subtle organic unity manifest and reveal the necessity and<br \/>\ncreate the will for a closer and organised union and this shock came with the<br \/>\nGreat War. The idea of a World-State or world-union has been born not only in<br \/>\nthe speculating forecasting mind of the thinker but in the consciousness of <span>j<\/span> humanity out of the very necessity of<br \/>\nthis new common existence.<\/font><font size=\"3\">&nbsp;<\/font><\/p>\n<p class=\"ChapterHeading\" style=\"margin:0;line-height: 150%;text-align:left\"><span><br \/>\n<font size=\"3\">\u00a0\u00a0\u00a0\u00a0 <\/font> <\/span><font size=\"3\">The<br \/>\nWorld-State must now either be brought about by a mutual understanding or by<br \/>\nthe force of circumstances and a series of new and disastrous shocks. For the<br \/>\nold still-prevailing order of things was founded on circumstances and<br \/>\nconditions which no longer exist. A new order is demanded by the new conditions<br \/>\nand, so long as it is not created, there will be a transitional era of<br \/>\ncontinued trouble or recurrent disorders, inevitable crises through which<br \/>\nNature will effect in her own violent way the working out of the necessity<br \/>\nwhich she has evolved. There may be in the process a maximum of loss and<br \/>\nsuffering through the clash of national and imperial egoisms or else a minimum,<br \/>\nif reason and goodwill prevail. To that reason two alternative possibilities<br \/>\nand therefore two ideals present themselves, a World-State founded upon the&#8217;<br \/>\nprinciple of centralisation and<br \/>\n&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<br \/>\nPage-441<\/font><\/p>\n<div class=\"MsoNormal\" align=\"center\" style='text-align:center'><span style='font-size:13.0pt'><\/p>\n<hr size=\"2\" width=\"100%\" align=\"center\">\n<p><\/span><\/div>\n<p class=\"ChapterHeading\" style=\"margin:0;line-height: 150%\"><font size=\"3\">uniformity, a mechanical and formal unity, or a<br \/>\nworld-union founded upon the principle of liberty and variation in a free and<br \/>\nintelligent unity.
