\n\t\t\tI. That this Conference places on
\n\t\t\t\t\t\trecord its profound feelings of regret and sorrow at the
\n\t\t\t\t\t\tdeath of Lord Ripon who has justly been called the
\n\t\t\t\t\t\tfather of local self-government in India and whose
\n\t\t\t\t\t\tpolicy of justice and righteousness will for ever
\n\t\t\t\t\t\tenshrine his memory in the hearts of the people of this country. This Conference also
\n\turges that immediate steps should be taken to perpetuate his memory.<\/td>\n

 <\/td>\n\n

\n\t\t\tI. That this
\n\t\t\t\t\t\tConference places on  record its sorrow at the
\n\t\t\t\t\t\tdeath of Lord  Ripon who was an earnest and sincere  sympathiser
\n\t\t\t\t\t\twith Indian aspirations  and did much for the cause
\n\t\t\t\t\t\tof local  self-government.  \n\t\t\t\t\t\t<\/td>\n<\/tr>\n

\n\t\t\tII. (a) That
\n\t\t\t\t\t\tthis Conference is of opinion that the system of
\n\t\t\t\t\t\tGovernment obtaining in the self-governing British
\n\t\t\t\t\t\tColonies should be extended to India.<\/font><\/p>\n

   
\n\t\t\t\t\t\t(b) That while expressing its gratefulness to the
\n\t\t\t\t\t\tGovernment for the concessions made in the recent Reform
\n\t\t\t\t\t\tScheme, this Conference records its firm conviction that
\n\t\t\t\t\t\tno reform will ensure the happiness and contentment of
\n\t\t\t\t\t\tthe people unless it gives them a direct control over
\n\t\t\t\t\t\tthe finances of the country.<\/td>\n

\n\t\t\t\t\t\tfarther of the opinion that no reform will be acceptable
\n\t\t\t\t\t\tto the country which does not concede to the people a

\n\t\t\t\t\t\tCouncils which may be shown to any particular community
\n\t\t\t\t\t\tcannot fail to encourage sectarianism in the different
\n\t\t\t\t\t\tcommunities and to create dissensions and political
\n\t\t\t\t\t\ttroubles amongst them.      <\/p>\n

    
\n\t\t\t\t\t\t(d) That this Conference also urges the Government to
\n\t\t\t\t\t\tpublish the rules framed in accordance with Lord
\n\t\t\t\t\t\tMorley\u2019s Scheme before they are finally adopted.<\/td>\n

\n\t\t\t\t\t\tIII. (a) That this Conference declines to accept the
\n\t\t\t\t\t\tPartition of Bengal as a settled fact or question and
\n\t\t\t\t\t\tresolves to continue the agitation against it with a
\n\t\t\t\t\t\tview to its reversal or modification.      \n\t\t\t\t\t\t<\/p>\n

     
\n\t\t\t\t\t\t(b) That in this connection this Conference appeals to
\n\t\t\t\t\t\tthe Government of India to act in the spirit of His
\n\t\t\t\t\t\tMajesty\u2019s assurance in his recent message that the
\n\t\t\t\t\t\trectification of errors has ever been one of the guiding
\n\t\t\t\t\t\tprinciples of British Government in India.<\/td>\n

\n\t\t\t\t\t\tIII. As in the Committee\u2019s draft but clause (b) to be
\n\t\t\t\t\t\tomitted.<\/td>\n<\/tr>\n

\n\t\t\t\t\t\tIV. That this Conference urges the people to continue
\n\t\t\t\t\t\tthe Boycott of foreign goods which is, in its opinion, a
\n\t\t\t\t\t\tperfectly legitimate movement and is calculated to
\n\t\t\t\t\t\tpromote the political as well as industrial and economic
\n\t\t\t\t\t\twelfare of the country.<\/td>\n

\n\t\t\t\t\t\tIV. That this Conference accords its fullest support to
\n\t\t\t\t\t\tthe Boycott movement and recommends its farther
\n\t\t\t\t\t\textension both as a political weapon and as a measure of

\n\t\t\t\t\t\tnecessity of using Swadeshi articles in preference to

\n\t\t\t\t\t\tand unqualified condemnation of the detestable outrages
\n\t\t\t\t\t\tand deeds of violence which have been recently committed
\n\t\t\t\t\t\tand is of opinion that such acts will retard the
\n\t\t\t\t\t\tprogress of the country.<\/td>\n

\n\t\t\t\t\t\tVI. That this Conference looks with strong disapproval
\n\t\t\t\t\t\ton all methods of violence and holds that the
\n\t\t\t\t\t\tfurtherance of the national movement should be effected
\n\t\t\t\t\t\tby peaceful and legitimate means, and it warns the
\n\t\t\t\t\t\tauthorities that the policy of repression stimulates
\n\t\t\t\t\t\tterrorist activity and the best way to paralyse it is to
\n\t\t\t\t\t\trestore normal conditions.<\/td>\n<\/tr>\n

\n

\n\t\t\t\t\t\tVII. (a) That this Conference records its emphatic
\n\t\t\t\t\t\tprotest against the repressive measures adopted by the
\n\t\t\t\t\t\tGovernment and especially against the deportation of
\n\t\t\t\t\t\tnine Bengali gentlemen without trial or charge and
\n\t\t\t\t\t\tfurther protests against the persistent refusal of the
\n\t\t\t\t\t\tGovernment to furnish any information regarding the
\n\t\t\t\t\t\tcharges against them and to give them an opportunity of
\n\t\t\t\t\t\texculpating themselves. This Conference considers the
\n\t\t\t\t\t\timmediate release of the deportees as absolutely
\n\t\t\t\t\t\tnecessary in the interests of justice and fair-play. <\/p>\n

     
\n\t\t\t\t\t\t(b) That having regard to the grave risk of injustice
\n\t\t\t\t\t\tinvolved in Government action based upon ex parte and
\n\t\t\t\t\t\tuntested informations and to the penal laws of the
\n\t\t\t\t\t\tcountry, this Conference urges upon the Government the
\n\t\t\t\t\t\trepeal of the Bengal Regulation III of 1818.<\/td>\n

\n

 <\/td>\n

\n

\n\t\t\t\t\t\tVII. That this Conference emphatically condemns the
\n\t\t\t\t\t\trepressive measures adopted by theGovernment and
\n\t\t\t\t\t\tespecially the deportation of nine Bengali gentlemen
\n\t\t\t\t\t\twithout trial or charge and considers their immediate
\n\t\t\t\t\t\trelease and the repeal of the Bengal Regulation III of
\n\t\t\t\t\t\t1818 as the onlyway to assuage the profound discontent
\n\t\t\t\t\t\tcreated by these measures.<\/td>\n<\/tr>\n

\n

\n\t\t\t\t\t\tVIII. That having regard to the prevalence of Cholera,
\n\t\t\t\t\t\tMalaria and Smallpox in the province throughout the year
\n\t\t\t\t\t\tand the abnormal death rate as disclosed in the last
\n\t\t\t\t\t\tSanitary Report of Bengal, this Conference urges the
\n\t\t\t\t\t\tGovernment as well as the<\/td>\n

\n

\n\t\t\t\t\t\tVIII. That inasmuch as the Government has failed
\n\t\t\t\t\t\thitherto to redeem its pledges with regard to the
\n\t\t\t\t\t\tapplication of the Road Cess for the purposes originally
\n\t\t\t\t\t\tintended and has not fulfilled its duties with regard to
\n\t\t\t\t\t\tthe improvement of sanitation<\/td>\n<\/tr>\n<\/table>\n

\n\t\t\t\t\t\t(1) The sinking of wells and the excavation and
\n\t\t\t\t\t\treservation of tanks in the villages for purely drinking
\n\t\t\t\t\t\tpurposes. <\/p>\n

   
\n\t\t\t\t\t\t(2) The draining of the rural areas. <\/p>\n

   
\n\t\t\t\t\t\t(3) The clearing of jungle in the inhabited areas of
\n\t\t\t\t\t\ttowns and villages.<\/p>\n

   
\n\t\t\t\t\t\t(4) The prevention of noxious discharges from septic
\n\t\t\t\t\t\ttanks into the River Hughly which form the principal
\n\t\t\t\t\t\tcause of Cholera in the riparian towns and villages on
\n\t\t\t\t\t\tboth banks of the said river.<\/td>\n

 <\/td>\n

\n

\n\t\t\t\t\t\tin rural areas, the Conference demands the fulfilment of
\n\t\t\t\t\t\tthis duty and the organisation of adequate measures for
\n\t\t\t\t\t\tthe provision of good drinking water, medical aid and
\n\t\t\t\t\t\tproper drainage of the country. N.B. This is the Pabna
\n\t\t\t\t\t\tresolution with some verbal modifications.<\/td>\n<\/tr>\n

\n

\n\t\t\t\t\t\tIX. That this Conference recommends\u2014 <\/p>\n

   
\n\t\t\t\t\t\t(a) That all local self-governing bodies and Panchayats
\n\t\t\t\t\t\tshould, without further delay, be vested with powers to
\n\t\t\t\t\t\telect their own Chairman. <\/p>\n

   
\n\t\t\t\t\t\t(b) That the principle of representation should be
\n\t\t\t\t\t\textended to village Union Committees and Panchayats. <\/p>\n

    
\n\t\t\t\t\t\t(c) That the Union Committees should be vested with
\n\t\t\t\t\t\tpowers to initiate and carry on measures for the
\n\t\t\t\t\t\tsanitary improvement of the areas within their
\n\t\t\t\t\t\tjurisdiction and that grants of money should be made to
\n\t\t\t\t\t\tthem for that purpose.<\/td>\n

 <\/td>\n

\n

\n\t\t\t\t\t\tIX. That this Conference is of opinion that local
\n\t\t\t\t\t\tself-governing bodies including Panchayats and Village
\n\t\t\t\t\t\tUnion Committees should be entirely elected on the
\n\t\t\t\t\t\tprinciple of popular representation and freed from
\n\t\t\t\t\t\tofficial control and that Village Union Committees
\n\t\t\t\t\t\tshould be vested with powers and provided with the
\n\t\t\t\t\t\tnecessary funds to carry on sanitary improvements.<\/td>\n<\/tr>\n

\n

\n\t\t\t\t\t\tX. (a) That this Conference urges the Government to take
\n\t\t\t\t\t\timmediate action on their circular on free primary
\n\t\t\t\t\t\teducation issued about three years ago and invites their
\n\t\t\t\t\t\tattention to the fact that the grants in aid of
\n\t\t\t\t\t\ttechnical and scientific education are not at all
\n\t\t\t\t\t\tcommensurate with the needs of the country.<\/td>\n

\n\t\t\t\t\t\tX. That in the opinion of this Conference steps should
\n\t\t\t\t\t\tbe taken for promoting a system of education literary,
\n\t\t\t\t\t\ttechnical and scientific suited to the requirements of
\n\t\t\t\t\t\tthe country on national lines and under national control
\n\t\t\t\t\t\tand maintaining national schools throughout the country.

\n\t\t\t\t\t\tscientific, technical and industrial education suited to
\n\t\t\t\t\t\tthe requirements of the country, this Conference urges
\n\t\t\t\t\t\tthe people to take steps to establish educational
\n\t\t\t\t\t\tinstitutions throughout the country on national lines
\n\t\t\t\t\t\tand under national control.<\/td>\n

\n\t\t\t\t\t\tXI. (a) That, while recording its satisfaction at the
\n\t\t\t\t\t\trecognition by the Government of India of the principle
\n\t\t\t\t\t\tof separation of Judicial from Executive functions, this
\n\t\t\t\t\t\tConference regrets that effect has not yet been given to
\n\t\t\t\t\t\tit.   <\/p>\n

     
\n\t\t\t\t\t\t(b) That this Conference is of opinion that the only
\n\t\t\t\t\t\teffective method of reforming the Police is to separate
\n\t\t\t\t\t\tthe Judicial from the Executive functions and that no
\n\t\t\t\t\t\tscheme for such separation will be successful unless all
\n\t\t\t\t\t\tthe Judicial Officers are placed under the direct
\n\t\t\t\t\t\tcontrol and supervision of the High Court.   \n\t\t\t\t\t\t<\/p>\n

    
\n\t\t\t\t\t\t(c) That this Conference is further of opinion that for
\n\t\t\t\t\t\tthe better administration of Civil and Criminal justice
\n\t\t\t\t\t\tin the country, the District and Sessions Judges should
\n\t\t\t\t\t\tbe recruited from among the ranks of the legal
\n\t\t\t\t\t\tprofession.<\/td>\n

 <\/td>\n

\n

\n\t\t\t\t\t\tXI. That this Conference is of opinion that the
\n\t\t\t\t\t\tseparation of judicial from executive functions, which
\n\t\t\t\t\t\thas been recognised in principle, should be forthwith
\n\t\t\t\t\t\tput into effect and all judicial officers placed under
\n\t\t\t\t\t\tthe direct control and supervision of the High Court and
\n\t\t\t\t\t\tthat provision should be made in the scheme for the
\n\t\t\t\t\t\tDistrict and Sessions Judges being appointed in future
\n\t\t\t\t\t\tfrom the ranks of the legal profession in this country.<\/td>\n<\/tr>\n

\n\t\t\t\t\t\tXII. That this Conference enters a strong protest against
\n\t\t\t\t\t\tthe Calcutta Police Bill which is an uncalled for
\n\t\t\t\t\t\tmeasure
\n\t\t\t\t\t\tof an absolutely retrograde<\/td>\n

\n\t\t\t\t\t\tnecessity of reducing the Court fees levied for the
\n\t\t\t\t\t\tinstitution of suits and complaints. <\/p>\n

       
\n\t\t\t\t\t\t(b) That having regard to the ruinous expenses of
\n\t\t\t\t\t\tlitigation in Courts of law, this Conference is of
\n\t\t\t\t\t\topinion that arbitration Courts should be established
\n\t\t\t\t\t\tthroughout the country.<\/td>\n

\n\t\t\t\t\t\tDharmagolas throughout the country.<\/td>\n

\n\t\t\t\t\t\tXV. That in view of the ravages of wild animals and
\n\t\t\t\t\t\tfrequent dacoities in the towns and villages against
\n\t\t\t\t\t\twhich there is no adequate protection, this Conference
\n\t\t\t\t\t\tis of opinion that the Arms Act should be repealed or
\n\t\t\t\t\t\tradically modified.<\/td>\n<\/tr>\n

\n\t\t\t\t\t\tXVI. That this Conference views with apprehension the
\n\t\t\t\t\t\tdecrease in the normal growth of the Bengali Hindu
\n\t\t\t\t\t\tpopulation and hereby appoints a Committee consisting of
\n\t\t\t\t\t\tthe following gentlemen to ascertain the causes which
\n\t\t\t\t\t\thave led to this state of things and to suggest what
\n\t\t\t\t\t\tsteps should be taken to prevent it.<\/td>\n

\n\t\t\t\t\t\tdeep sense of indignation at the gross wrongs inflicted
\n\t\t\t\t\t\ton them and suggests the adoption of Boycott of Colonial
\n\t\t\t\t\t\tand British goods by other Provinces of India by way of
\n\t\t\t\t\t\tprotest and retaliation.<\/td>\n

\n\t\t\t\t\t\tprotection and preservation of cows and oxen.<\/td>\n

\n\t\t\t\t\t\tXIX. That this Conference is of opinion that the
\n\t\t\t\t\t\tGovernment grants of money for drainage and irrigation
\n\t\t\t\t\t\tpurposes in Bengal which is essentially an agricultural
\n\t\t\t\t\t\tProvince are lamentably inadequate for its needs and
\n\t\t\t\t\t\turges the Government to take the following steps at an
\n\t\t\t\t\t\tearly date:\u2014 <\/p>\n

\n\t\t\t\t\t\torganisers of the meeting at Lahore and with other

\n\t\t\t\t\t\tit farther empowers the Committee in case of necessity
\n\t\t\t\t\t\tto propose and arrange for this session being held in
\n\t\t\t\t\t\tCalcutta in co-operation with all who are desirous of

\n\t\t\t\t\t\tcontrol the waterways of Bengal, and urges on the
\n\t\t\t\t\t\tcountry the necessity of initiating and supporting such
\n\t\t\t\t\t\tenterprises, and it expresses its appreciation of the
\n\t\t\t\t\t\tefforts of those who have already undertaken work of
\n\t\t\t\t\t\tthis kind. <\/p>\n

\n\t\t\t\t\t\ttraining be encouraged by all means to infuse greater
\n\t\t\t\t\t\tmanliness in the younger generation and make them
