(a) That<br \/>\n\t\t\t\t\t\tthis Conference is of opinion that the system of<br \/>\n\t\t\t\t\t\tGovernment obtaining in the self-governing British<br \/>\n\t\t\t\t\t\tColonies should be extended to India.<\/font><\/p>\n<p style=\"line-height: 150%;margin-top: 0;margin-bottom: 0\" align=\"justify\">&nbsp;&nbsp;&nbsp;<br \/>\n\t\t\t\t\t\t(b) That while expressing its gratefulness to the<br \/>\n\t\t\t\t\t\tGovernment for the concessions made in the recent Reform<br \/>\n\t\t\t\t\t\tScheme, this Conference records its firm conviction that<br \/>\n\t\t\t\t\t\tno reform will ensure the happiness and contentment of<br \/>\n\t\t\t\t\t\tthe people unless it gives them a direct control over<br \/>\n\t\t\t\t\t\tthe finances of the country.<\/td>\n<td valign=\"top\" width=\"2%\">&nbsp;<\/td>\n<td valign=\"top\" width=\"45%\">\n<p style=\"line-height: 150%;margin-top: 0;margin-bottom: 0\" align=\"justify\">\n\t\t\t\t\t\tII. That this Conference looks with strong disapproval<br \/>\n\t\t\t\t\t\ton all methods of violence and holds that the<br \/>\n\t\t\t\t\t\tfurtherance of the national movement should be effected<br \/>\n\t\t\t\t\t\tby peaceful and legitimate means, and it warns the<br \/>\n\t\t\t\t\t\tauthorities that the policy of repression stimulates<br \/>\n\t\t\t\t\t\tterrorist activity and the best way to paralyse it is to<br \/>\n\t\t\t\t\t\trestore normal conditions.<\/td>\n<\/tr>\n<tr>\n<td valign=\"top\" width=\"45%\" align=\"justify\">\n<p style=\"line-height: 150%;margin-top: 0;margin-bottom: 0\">\n\t\t\t\t\t\tVII. (a) That this Conference records its emphatic<br \/>\n\t\t\t\t\t\tprotest against the repressive measures adopted by the<br \/>\n\t\t\t\t\t\tGovernment and especially against the deportation of<br \/>\n\t\t\t\t\t\tnine Bengali gentlemen without trial or charge and<br \/>\n\t\t\t\t\t\tfurther protests against the persistent refusal of the<br \/>\n\t\t\t\t\t\tGovernment to furnish any information regarding the<br \/>\n\t\t\t\t\t\tcharges against them and to give them an opportunity of<br \/>\n\t\t\t\t\t\texculpating themselves. This Conference considers the<br \/>\n\t\t\t\t\t\timmediate release of the deportees as absolutely<br \/>\n\t\t\t\t\t\tnecessary in the interests of justice and fair-play. <\/p>\n<p style=\"line-height: 150%;margin-top: 0;margin-bottom: 0\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<br \/>\n\t\t\t\t\t\t(b) That having regard to the grave risk of injustice<br \/>\n\t\t\t\t\t\tinvolved in Government action based upon ex parte and<br \/>\n\t\t\t\t\t\tuntested informations and to the penal laws of the<br \/>\n\t\t\t\t\t\tcountry, this Conference urges upon the Government the<br \/>\n\t\t\t\t\t\trepeal of the Bengal Regulation III of 1818.<\/td>\n<td valign=\"top\" width=\"2%\" align=\"justify\">\n<p style=\"line-height: 150%;margin-top: 0;margin-bottom: 0\">&nbsp;<\/td>\n<td valign=\"top\" width=\"45%\" align=\"justify\">\n<p style=\"line-height: 150%;margin-top: 0;margin-bottom: 0\">\n\t\t\t\t\t\tVII. N.B.
