\nThe Rawalpindi Sufferers
\n<\/b>

\nThe bureaucracy which has decided
\nupon coercion as the most effective means of crushing the growing national
\nspirit in India must necessarily turn the machinery of judicial administration
\nalso to its advantage. We have observed on previous occasions that a certain
\nportion of the positive laws enacted by the British Government has been designed
\nnot so much to secure the rights and interests of the people as to repress their
\nfree manhood. There is a popular saying that almost every action of a man can be
\nconstrued as an offence according to the Penal Code. This attempt to penalise
\nmany natural human activities in a conquered country, should have long ago
\nconvinced us of the true spirit of official-made British law but we instead have
\nlived in a Fool’s Paradise and run for safety to the institutions and
\nprofessions of the foreigner, obstinately blind to the manner in which they
\nillustrate the British genius for "ruling" subject races. Where the ordinary law
\ndoes not cover all the conceivable offences against the interests of the
\nforeigner ordinances and ukases can easily be invented to put a stop to
\nundesirable activities as we have lately seen. Thus the bureaucratic machinery
\ngrinds slow or grinds fast, but grinding is its object. In the ordinary course
\nof things we do not become immediately conscious of its baneful consequence; but
\nwhen the bureaucracy is face to face with an adverse force or interest it at
\nonce sets itself to the work of repression with all its demoralising
\nconsequences. Viewed in this light what is being described as unprecedented and
\n"humanity-staggering" police violence and police licence in the alleged
\nRawalpindi riot case, is no more than natural and expected. The tales of police
\noppression while inducing the most whole-hearted sympathy   
\n<\/span> <\/p>\n

\nwith the noble sufferers have not
\nthe least feature of novelty in them. The Patrika <\/i>is very much affected
\nby the severe distress of the alleged rioters now on their trial; and moved by
\nsofter feelings, it has appealed to Lord Minto who according to our contemporary
\nis "goodness personified" to come to their rescue. The Patrika <\/i>is no
\ndoubt actuated by the very best of motives but our contemporary should remember
\nthat such nervousness while doing no good to the sufferers is demoralising to
\nour firmness and high spirit. So far as the accused are concerned the die is
\ncast. Suffer they must; their only care now must be so to suffer that their
\nmartyrdom may be a strength and inspiration to their countrymen. If their heroic
\nand manful conduct during the trial and their readiness to face the grim sequel
\nof a conviction puts courage into other hearts, then only will it be said that
\nthey have not suffered in vain. Otherwise there is not much on the credit side
\nof the account. The duty of the publicist at such a time, is to seek to brace
\nthe nerves of the martyrs and not to take away from the merit of their service
\nto the country by any advocacy humiliating in form or abject in spirit. The
\npublic attitude at such a time reacts on that of the sufferer and if we give way
\nto weakness at the report of their sufferings, we set them a bad example. We
\nalso have been moved and not merely by feelings of grief and pity, at the dim,
\nbut only too sinister and significant hints of what is going on behind the
\ndecent show of a fair and public trial. <\/span> <\/p>\n

\nBut this is not a time when we
\nshould give vent to feminine emotions. To try to rouse pity in the rulers is as
\nunprofitable as it is unworthy of our manhood and of our cause and in these
\nrough and still only superficially civilised descendants of the old sea-robbers
\nit can only excite a deep contempt towards us and increase their arrogance. If
\nwe must show our grief and pity let it be in substantial help to the victims or
\ntheir relatives. If we must pray, let it be not to the goodness personified of
\nany "sympathetic" repressor, but to the goodness unpersonified of the Power that
\nmakes and breaks kings and viceroys, empires and dominations. Let us pray to Him
\nto give our brothers in Rawalpindi a stout and cheerful heart and a steadfast
\ncourage    <\/span> <\/p>\n

\n\tso that in the hour of their
\n\ttrial they may do nothing common or mean upon that memorable scene, and that
\n\twe too, if our turn comes to suffer such things or worse for our country,
\n\tmay so bear ourselves that our country may profit by our sufferings. This is
\n\tthe only prayer that befits us in this hour of the new birth of our nation.
\n\tFor all that the country suffers now or will suffer hereafter are but the
\n\tnatural birth-pangs of a free and regenerated India. <\/span><\/p>\n

\n\t\tThe telegram sent us by
\n\t\tour Mymensingh Correspondent about the decision in the case of the
\n\t\tauthor of the notorious "Red Pamphlet" is significant. It is rumoured
\n\t\tthat Ibrahim has been let off on signing a personal recognizance bond
\n\t\tfor rupees one thousand, and nobody knows where the trial took place. If
\n\t\tthe rumour is true, then one is to understand that a downright vilifier
\n\t\tof the Hindus who has attempted to outrage all that is considered sacred
\n\t\tby the Hindus in Hindusthan and has put a premium on violence and
\n\t\tlawlessness, has committed no serious offence. On the other hand in the
\n\t\tcase of Maulavi Liakat Hussain application for an adjournment was
\n\t\tgranted only on the Maulavi having furnished two sureties for Rs. 5,000
\n\t\teach and a personal security for Rs. 10,000. And we all know that
\n\t\tMaulavi Liakat Hussain preached union between Hindus and Mahomedans and
\n\t\talways expressed himself against the policy of sowing the seeds of
\n\t\tdiscord between the followers of the two great religions in India. What
\n\t\tis more it is not known if Ibrahim is himself worth Rs. 1,000 while the
\n\t\tgentlemen who have stood sureties for Maulavi Liakat Hussain are worth
\n\t\tmuch more than Rs. 10,000. The sharpness of the contrast makes comments
\n\t\tsuperfluous.    <\/span> <\/p>\n
