\nCommenting on Mr. Morley’s Budget
\nSpeech the Statesman <\/i>remarks\u2014 "It is to be hoped that the new concessions
\nwill be received in no carping spirit, and that there will be a resolute
\ndetermination to make the best of them. Under English rule, wherever it is
\nfound, reforms are almost invariably slow and gradual. England abhors a
\nrevolution, or even the logical working out of a principle\u2014 unless it be very
\ngradually. It proceeds by compromises and half-measures. But this cautious
\npolicy has been justified by results. The advance, if slow, is sure, and a
\npersistent well-reasoned agitation seldom fails to achieve its end. An example
\nof the success which rewards perseverance is to be found in Mr. Morley’s
\nannouncement that a Committee has been appointed to examine the distribution of
\nthe costs of the Indian Army as between the War Office and the Indian taxpayer."
\n<\/span> <\/p>\n

\nSo the Indian is asked to accept
\nthe so-called concessions in no carping spirit, not to demand more like Oliver
\nTwist but to remember that beggars must not be choosers. But why should
\nEnglishmen interested in India be so anxious to confer concessions on Indians
\nwho in their present self-respecting mood are not likely to appreciate the
\ngenerosity of the donors? New India\u2014 the India that has showed itself prepared
\nto suffer sacrifices and brave dangers for political rights\u2014 has rejected as
\nobsolete the methods of mendicant agitation and it is too late in the day to try
\nto delude it with gilded toys and useless tinsel. Why waste your energy in
\ngranting "concessions" when none is wanted? After imparting this sage advice the
\nStatesman<\/i>
\nproceeds to present a prose rendering of Tennyson’s well-known description of
\nEngland as the land    <\/span> <\/p>\n

\nIn the case of countries
\nconquered by England "reforms" slowly broaden down from Circulars to Ordinances.
\nThe bond is tightened and the lingering sparks of the spirit of self-help sought
\nto be extinguished. It is useless to argue, for John Bull is\u2014 as our Friend
\nadmits\u2014 never logical. Yet we are advised to wait and suffer in silence till the
\nmillennium arrives and in the meantime to feel grateful for chance droppings
\nfrom the basket of the bureaucracy. Let no Indian ask the inconvenient question\u2014
\nHow long are we to wait? For that will be sheer impudence not to be brooked.
