Under English rule, wherever it is<br \/>\nfound, reforms are almost invariably slow and gradual. England abhors a<br \/>\nrevolution, or even the logical working out of a principle\u2014 unless it be very<br \/>\ngradually. It proceeds by compromises and half-measures. But this cautious<br \/>\npolicy has been justified by results. The advance, if slow, is sure, and a<br \/>\npersistent well-reasoned agitation seldom fails to achieve its end. An example<br \/>\nof the success which rewards perseverance is to be found in Mr. Morley&#8217;s<br \/>\nannouncement that a Committee has been appointed to examine the distribution of<br \/>\nthe costs of the Indian Army as between the War Office and the Indian taxpayer.&quot;<br \/>\n<\/span> <\/p>\n<p align=\"justify\" style=\"text-indent: 25pt;line-height: 150%;margin-top: 0;margin-bottom: 0\">\n<span lang=\"en-gb\" style=\"vertical-align: top\">So the Indian is asked to accept<br \/>\nthe so-called concessions in no carping spirit, not to demand more like Oliver<br \/>\nTwist but to remember that beggars must not be choosers. But why should<br \/>\nEnglishmen interested in India be so anxious to confer concessions on Indians<br \/>\nwho in their present self-respecting mood are not likely to appreciate the<br \/>\ngenerosity of the donors? New India\u2014 the India that has showed itself prepared<br \/>\nto suffer sacrifices and brave dangers for political rights\u2014 has rejected as<br \/>\nobsolete the methods of mendicant agitation and it is too late in the day to try<br \/>\nto delude it with gilded toys and useless tinsel. Why waste your energy in<br \/>\ngranting &quot;concessions&quot; when none is wanted? After imparting this sage advice the<br \/>\n<i>Statesman<\/i><br \/>\nproceeds to present a prose rendering of Tennyson&#8217;s well-known description of<br \/>\nEngland as the land&nbsp;&nbsp;&nbsp; <\/span> <\/p>\n<p align=\"center\" style=\"text-indent: 0pt;line-height: 150%;margin-top: 0;margin-bottom: 0\">\n\t&nbsp;<\/p>\n<p align=\"center\" style=\"text-indent: 0pt;line-height: 150%;margin-top: 0;margin-bottom: 0\">\n\t<span lang=\"en-gb\" style=\"vertical-align: top\"><br \/>\n\t<font face=\"Times New Roman\" color=\"#000000\" size=\"2\">Page \u2013 506<\/font><\/span><\/p>\n<hr>\n<p align=\"justify\" style=\"text-indent: 0pt;margin-top: 0;margin-bottom: 0;margin-left:50pt\">\n<span lang=\"en-gb\" style=\"vertical-align: top\">&nbsp;&quot;Where Freedom slowly broadens<br \/>\ndown <\/span> <\/p>\n<p align=\"justify\" style=\"text-indent: 0pt;margin-top: 0;margin-bottom: 0;margin-left:50pt\">\n<span lang=\"en-gb\" style=\"vertical-align: top\">From precedent to precedent&quot;.<br \/>\n<\/span> <\/p>\n<p align=\"justify\" style=\"text-indent: 25pt;line-height: 150%;margin-top: 0;margin-bottom: 0\">\n<span lang=\"en-gb\" style=\"vertical-align: top\">In the case of countries<br \/>\nconquered by England &quot;reforms&quot; slowly broaden down from Circulars to Ordinances.<br \/>\nThe bond is tightened and the lingering sparks of the spirit of self-help sought<br \/>\nto be extinguished. It is useless to argue, for John Bull is\u2014 as our Friend<br \/>\nadmits\u2014 never logical. Yet we are advised to wait and suffer in silence till the<br \/>\nmillennium arrives and in the meantime to feel grateful for chance droppings<br \/>\nfrom the basket of the bureaucracy. Let no Indian ask the inconvenient question\u2014<br \/>\nHow long are we to wait?
