In all, the central<br \/>\n\t\t\tauthority becomes more and more the determining and regulating<br \/>\n\t\t\tpower. The process culminates by the transformation of this<br \/>\n\t\t\tgoverning sole authority or sovereign power from the rule of the<br \/>\n\t\t\tcentral executive man or the capable class into that of a body whose<br \/>\n\t\t\tproposed function is to represent the thought and will of the whole<br \/>\n\t\t\tcommunity. The change represents in principle an evolution from a<br \/>\n\t\t\tnatural and organic to a rational and mechanically organised state<br \/>\n\t\t\tof society. An intelligent centralised unification aiming at a<br \/>\n\t\t\tperfect rational efficiency replaces a loose and natural unity whose<br \/>\n\t\t\tefficiency is that of life developing with a certain spontaneity its<br \/>\n\t\t\torgans and powers under the pressure of inner impulse and the needs<br \/>\n\t\t\tof the environment and the first conditions of existence. A<br \/>\n\t\t\trational, ordered, strict uniformity replaces a loose oneness full<br \/>\n\t\t\tof natural complexities and variations. The intelligent will of the<br \/>\n\t\t\twhole society expressed in a carefully thought-out law and ordered<br \/>\n\t\t\tregulation replaces its natural organic will expressed in a mass of<br \/>\n\t\t\tcustoms and institutions which have grown up as the result of its<br \/>\n\t\t\tnature and temperament. In the last perfection of the State a<br \/>\n\t\t\tcarefully devised, in the end a giant machinery productive and<br \/>\n\t\t\tregulative replaces the vigour and fertility of life with the<br \/>\n\t\t\tnatural simplicity of its great lines and the obscure, confused,<br \/>\n\t\t\tluxuriant complexity of its details. The State is the masterful but<br \/>\n\t\t\tarbitrary and intolerant science and reason of man that successfully<br \/>\n\t\t\ttakes the place of the intuitions and evolutionary experimentations<br \/>\n\t\t\tof Nature; intelligent organisation replaces natural organism. <\/p>\n<p align=\"center\" style=\"line-height: 150%;margin-top: 0;margin-bottom: 0\">\n\t\t\t<font size=\"2\">Page <font face=\"Times New Roman\">\u2013<\/font>462<\/p>\n<hr>\n<p> <\/font><\/font><\/font> <\/font><\/p>\n<p align=\"justify\" style=\"line-height: 150%;text-indent: 25pt;margin-top: 0;margin-bottom: 0\">\nThe unity of the human race by political and administrative means implies eventually the formation and organisation of a<br \/>\nsingle World-State out of a newly created, though still loose, natural organic unity of mankind. For the natural organic unity<br \/>\nalready exists, a unity of life, of involuntary association, of a closely interdependent existence of the constituent parts in which<br \/>\nthe life and movements of one affect the life of the others in a way which would have been impossible a hundred years ago.<br \/>\nContinent has no longer a separate life from continent; no nation can any longer isolate itself at will and live a separate existence.<br \/>\nScience, commerce and rapid communications have produced a state of things in which the disparate masses of humanity, once<br \/>\nliving to themselves, have been drawn together by a process of subtle unification into a single mass which has already a common<br \/>\nvital and is rapidly forming a common mental existence. A great precipitating and transforming shock was needed which should<br \/>\nmake this subtle organic unity manifest and reveal the necessity and create the will for a closer and organised union, and this<br \/>\nshock came with the Great War. The idea of a World-State or world-union has been born not only in the speculating forecasting mind of the thinker, but in the consciousness of humanity out of the very necessity of this new common existence. <\/p>\n<p align=\"justify\" style=\"line-height: 150%;text-indent: 25pt;margin-top: 0;margin-bottom: 0\">\n\t\t\tThe World-State must now either be brought about by a mutual understanding or by the force of circumstances and a<br \/>\nseries of new and disastrous shocks. For the old still-prevailing order of things was founded on circumstances and conditions<br \/>\nwhich no longer exist. A new order is demanded by the new conditions and, so long as it is not created, there will be a transitional era of continued trouble or recurrent disorders, inevitable crises through which Nature will effect in her own violent way<br \/>\nthe working out of the necessity which she has evolved. There may be in the process a maximum of loss and suffering through<br \/>\nthe clash of national and imperial egoisms or else a minimum, if reason and goodwill prevail. <\/p>\n<p align=\"center\" style=\"line-height: 150%;margin-top: 0;margin-bottom: 0\">\n\t\t\t<font size=\"2\">Page <font face=\"Times New Roman\">\u2013<\/font>463<\/p>\n<hr>\n<p> <\/font><\/font><\/font> <\/font><\/p>\n<p align=\"justify\" style=\"line-height: 150%;text-indent: 25pt;margin-top: 0;margin-bottom: 0\">\n\t\t\tTo that reason two alternative possibilities and therefore two<br \/>\n\t\t\tideals present themselves, a World-State founded upon the principle<br \/>\n\t\t\tof centralisation and uniformity, a mechanical and formal unity, or<br \/>\n\t\t\ta world-union<br \/>\nfounded upon the principle of liberty and variation in a free and intelligent unity.
