It is a history of strict unification by the development<br \/>\nof a central authority and of a growing uniformity of administration, legislation, social and economic life and culture and the<br \/>\nchief means of culture, education and language. In all the central<br \/>\nauthority becomes more and more the determining and regulating power. The process culminates by the transformation of this<br \/>\ngoverning sole authority or sovereign power from the rule of the<br \/>\ncentral executive man or the capable class into that of a body<br \/>\nwhose proposed function is to represent the thought and will of<br \/>\nthe whole community. The change represents in principle an<br \/>\nevolution from a natural and organic to a rational and mechanically organised state or society. An intelligent centralised unification aiming at a perfect rational efficiency replaces a loose and<br \/>\nnatural unity whose efficiency is that of life developing with a<br \/>\ncertain spontaneity its organs and powers under the pressure of<br \/>\ninner impulse and the needs of the environment and the first<br \/>\nconditions of existence. A rational, ordered, strict uniformity<br \/>\nreplaces a loose oneness full of natural complexities and variations. The intelligent will of the whole society expressed in a<br \/>\ncarefully thought-out law and ordered regulation replaces its<br \/>\nnatural organic will expressed in a mass of customs and institutions which have<br \/>\ngrown up as the result of its nature and temperament. In the last perfection of the state, a carefully devised,<br \/>\nin the end a giant machinery productive and regulative replaces <\/font><\/span><\/p>\n<p align=\"center\" style=\"line-height: 150%;margin-top: 0;margin-bottom: 0\">\n<span lang=\"en-gb\"><font size=\"2\">Page-204<\/font><\/span><\/p>\n<hr>\n<p align=\"justify\" style=\"line-height: 150%;margin-top: 0;margin-bottom: 0\">\n<span lang=\"en-gb\"><br \/>\n<font face=\"Times New Roman\">the vigour and fertility of life with the natural simplicity of its<br \/>\ngreat lines and the obscure, confused, luxuriant complexity of<br \/>\nits details. The State is the masterful but arbitrary and intolerant<br \/>\nscience and reason of man that successfully takes the place of<br \/>\nthe intuitions and evolutionary experimentations of Nature; intelligent organisation replaces natural organism. <\/font><\/p>\n<p><\/span><\/p>\n<p align=\"justify\" style=\"text-indent: 25pt;line-height: 150%;margin-top: 0;margin-bottom: 0\">\n<span lang=\"en-gb\"><br \/>\n<font face=\"Times New Roman\">The unity of the human race by political and administrative means implies eventually the formation and organisation of<br \/>\na single World-State out of a newly created, though still loose,<br \/>\nnatural organic unity of mankind. For the natural organic unity<br \/>\nalready exists, a unity of life, of involuntary association, of a<br \/>\nclosely interdependent existence of the constituent parts in which<br \/>\nthe life and the events of one affect the life of the others in a<br \/>\nway which would have been impossible a hundred years ago.<br \/>\nContinent has no longer a separate life from continent; no nation<br \/>\ncan any longer isolate itself at will and live a separate existence.<br \/>\nScience, commerce and rapid communications have produced a<br \/>\nstate of things in which the disparate masses of humanity, once<br \/>\nliving to themselves, have drawn together by a process of subtle<br \/>\nunification into a single mass which has already a common vital<br \/>\nand is rapidly forming a common mental existence. A great<br \/>\nprecipitating and transforming shock was needed which should<br \/>\nmake this subtle organic unity manifest and reveal the necessity<br \/>\nand create the will for a closer and organised union, and this<br \/>\nshock came with the Great War. The idea of a World-State or<br \/>\nworld union has been born not only in the speculating forecasting mind of the thinker, but in the consciousness of humanity<br \/>\nout of this new common existence. <\/font><\/p>\n<p><\/span><\/p>\n<p align=\"justify\" style=\"text-indent: 25pt;line-height: 150%;margin-top: 0;margin-bottom: 0\">\n<span lang=\"en-gb\"><br \/>\n<font face=\"Times New Roman\">The World-State must now either be brought about by a<br \/>\nmutual understanding or by the force of circumstances and a<br \/>\nseries of new and disastrous shocks. For the old still-prevailing<br \/>\norder of things was founded on circumstances and conditions<br \/>\nwhich no longer exist. A new order is demanded by the new conditions and, so long as it is not created, there will be a transitional era of continued trouble or recurrent disorders, inevitable<br \/>\ncrises through which Nature will effect in her own violent way <\/font><\/span><\/p>\n<p align=\"center\" style=\"line-height: 150%;margin-top: 0;margin-bottom: 0\">\n<span lang=\"en-gb\"><font size=\"2\">Page-205<\/font><\/span><\/p>\n<hr>\n<p align=\"justify\" style=\"line-height: 150%;margin-top: 0;margin-bottom: 0\">\n<span lang=\"en-gb\"><br \/>\n<font face=\"Times New Roman\">the working out of the necessity which she has evolved. There<br \/>\nmay be in the process a maximum of loss and suffering through<br \/>\nthe clash of national and imperial egoisms or else a minimum<br \/>\nif reason and good will prevail. To that reason two alternative<br \/>\npossibilities and therefore two ideals present themselves, a<br \/>\nWorld-State founded upon the principle of centralisation and,<br \/>\nuniformity, a mechanical and formal unity, or a world union<br \/>\nfounded upon the principle of liberty and variation in a free<br \/>\nand intelligent unity.
