They<br \/>\nreflect the rapidly <\/span><span lang=\"EN-US\">changing<\/span><span lang=\"EN-US\"><br \/>\n<\/span><span lang=\"EN-US\">phases<br \/>\nof ideas, facts and possibilities which emerged <\/span><span lang=\"EN-US\">in<br \/>\nthe <\/span><span lang=\"EN-US\">course<br \/>\nof the European conflict. The earlier chapters were <\/span><span lang=\"EN-US\">written<br \/>\nwhen Russia was still an Empire and an autocracy, the latter parts after the<br \/>\nRussian revolution and when the war had come nearer to its end, but the dramatic<br \/>\ncircumstances of the issue, in itself inevitable, could not be foreseen. The<br \/>\nreader may guide himself in regard to the references to contemporary conditions <\/span><span lang=\"EN-US\">by<br \/>\n<\/span><span lang=\"EN-US\">observing<br \/>\nthat the first four chapters cover the close of the <\/span><span lang=\"EN-US\">year<\/span><span lang=\"EN-US\"><br \/>\n1915, the next twelve 1916, the seventeenth to the twenty-eighth<\/span><span lang=\"EN-US\"><br \/>\n<\/span><span lang=\"EN-US\">1917,<br \/>\nwhile the remaining seven extend to July 1918. The rapid <\/span><span lang=\"EN-US\">change<br \/>\nof circumstances reflected will serve to bring home<br \/>\nthe swiftness of the evolution by which what was a hesitating idea and <\/span><span lang=\"EN-US\">a<br \/>\ndoubtful possibility at the commencement has become a set<\/span><span lang=\"EN-US\">tled<br \/>\nnecessity awaiting speedy formulation.<br \/>\n&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Subsequent events have<br \/>\nrendered certain speculations and balancings out of date, for they have been<br \/>\nsolved by the logic of ev<\/span><span lang=\"EN-US\">ents.<\/span><span lang=\"EN-US\"><br \/>\n<\/span><span lang=\"EN-US\">Austria<br \/>\nis a name of the past, the Empire of the Hohenzollerns<\/span><span lang=\"EN-US\"><br \/>\nhas disappeared like a dream of the night, all Europe between the Rhine and the<br \/>\nVolga is republican. Finally, most important of all, the League of Nations has<br \/>\nnow been decided upon, the American idea having triumphed at least in principle,<br \/>\n<\/span><span lang=\"EN-US\">an<\/span><span lang=\"EN-US\">d<br \/>\nis in travail of formation. But the main suggestions put for<\/span><span lang=\"EN-US\">ward<br \/>\n<\/span><span lang=\"EN-US\">in<br \/>\nthe book remain unaffected, or rather acquire a more p<\/span><span lang=\"EN-US\">ressing<br \/>\nactuality. The two great difficulties which attend the incipience of this first<br \/>\nstage of loose world-union will still be, first,<br \/>\nbe difficulty of bringing into one system the few great Empires<\/p>\n<p><\/span><span lang=\"EN-US\">&nbsp;&nbsp;&nbsp;<\/span><span lang=\"EN-US\">&nbsp;&nbsp;&nbsp;&nbsp;<br \/>\n<\/span><font size=\"2\"><span lang=\"EN-US\">*<span lang=\"EN-US\"><br \/>\n<\/span><span lang=\"EN-US\">Preface<\/span><span lang=\"EN-US\"><br \/>\n<\/span><span lang=\"EN-US\">to<br \/>\nthe first edition of <i>The Ideal of Human Unity <\/i>published by Sons of India,<br \/>\n<\/span><span lang=\"EN-US\">Madras<\/span><span lang=\"EN-US\"><br \/>\n<\/span><span>in 1919<\/span><\/span><\/font><span lang=\"EN-US\">.<\/p>\n<p><\/span><\/p>\n<p align=\"center\" style=\"margin: 0;line-height:150%\"><span lang=\"EN-US\"><br \/>\n<font size=\"2\">Page-347<br \/>\n&nbsp;<\/font><br \/>\n<\/span><\/p>\n<hr>\n<p style=\"margin: 0;line-height:150%\" align=\"justify\"><span lang=\"EN-US\"><br \/>\nremaining, few but immensely increased in power, influence and the extent of<br \/>\ntheir responsibilities, and the greatly increased swarm of free nations which<br \/>\nthe force of events or the Power <\/span><span lang=\"EN-US\">guiding<br \/>\nthem rather than the will of nations and Governments<\/span><span lang=\"EN-US\"><br \/>\n<\/span><span lang=\"EN-US\">has<br \/>\nbrought into being, and the approaching struggle between. Labour and Capitalism.<br \/>\nThe former is only a difficulty and embarrassment, though it may become serious<br \/>\nif it turns into a conflict between the imperialistic and the nationalistic<br \/>\nideas or reproduces in the international scheme the strife of the old oligarchic<br \/>\nand democratic tendencies in a new form, a question between control of the<br \/>\nworld-system by the will and influence of a few powerful imperial States and the<br \/>\nfree and equal control by all, small nations and great, European and American<br \/>\nand Asiatic peoples. The second is a danger which may even lead to<br \/>\ndisintegration of this first attempt at unification, especially if, as seems to<br \/>\nbe the tendency, the League undertakes the policing of the world against the<br \/>\nforces of extreme revolutionary socialism.
